Winger Keshi Anderson has signed a contract until the summer of 2027.
The 30-year-old left Birmingham City by mutual consent last week so joins Portsmouth on a free transfer.
He scored 10 goals in 92 Championship appearances for his former employer.
Anderson began his career in non league, sparking interest from Crystal Palace as a result of a promising spell at Barton Rovers.
The wide player spent 3 years at Selhurst Park but failed to burst into the first team, instead enjoying loan spells at Doncaster Rovers, Bolton Wanderers, Northampton Town and Swindon Town, signing for the latter on a permanent basis in 2018.
On 3 occasions has the Luton-born player won promotion in the EFL, helping Swindon to win the League Two title in 2020, being part of Blackpool's Play-Off success against Lincoln City at Wembley in 2021 and contributing to Birmingham's record-breaking League One title triumph last season.
Speaking with the Pompey club media channel, head coach John Mousinho said: "We're delighted to bring Keshi to Fratton Park and acted quickly to sign him once he became available.
"He's a talented winger with experience of competing in the Championship, which is exactly what we were searching for.
"We've added an exciting player who has the ability to get the crowd off their seats and we're looking forward to seeing what he can do at Pompey."
Keshi Anderson becomes the Blues' 3rd January transfer window recruitment following the arrivals of Millenic Alli (LOAN) and Ebou Adams.
