The former Millwall, Oxford United and Middlesbrough goalkeeper signs for the Blues on a 2-year deal.
Archer comes in on a free, having seen his contract at Queens Park Rangers run out at the end of the 2023/24 season.
The shot-stopper came through the ranks at Tottenham Hotspur but failed to make a 1st team appearance for Spurs, with whom he turned professional with in 2011.
He was released by the North London outfit in June 2015 following the end of his contract and having been sent out on loan 5 times to Harrow Borough, Bishop's Stortford, Wycombe Wanderers, Northampton Town and Millwall.
Archer was close to playing for Spurs in March 2013 when they recalled him from his loan at Wycombe but only managed to serve as cover on the bench to Brad Friedel in the club's Premier League meeting with Swansea City.
The now 31-year-old played a key part in Millwall's promotion to the Championship via the League One Play-Offs in 2017, featuring 36 times in the league for The Lions that season.
It was at The Den where Archer succeeded the most, making 166 appearances for Millwall and being capped by Scotland during his time there, featuring in a friendly defeat to Peru.
He comes in expecting to challenge Will Norris for the number 1 spot at Fratton Park.
Blues head coach John Mousinho said: "Jordan brings a wealth of experience and knows what it takes to compete at this level of the game.
"I had the pleasure of playing alongside him a few years ago when he came to Oxford for a brief spell.
"So I know that he's a brilliant character and a great professional to have around the dressing room, as well as being an excellent goalkeeper.
"It bolsters the options we already have in that department and we're happy to have got another signing in for the start of pre-season."
