20-year-old forward Eoin Kenny joins the club on a 3-year deal.
The Northern Irishman, who has most recently run out for the Under-21s, has become Portsmouth's second summer signing following the arrival of free agent Odin Bailey last week.
Kenny joins for an undisclosed fee from League of Ireland outfit Dundalk, for whom he made his debut in a cup tie against Shelbourne in 2023.
Last term, the new Blues forward helped Dundalk secure promotion back to the Irish top flight.
Head coach John Mousinho said in an official club statement: "We're delighted to welcome Eoin to the club and I'm excited to see him continue the impressive development he has made over the past few years.
"We feel that he can do exactly that in this environment and has all the attributes you need to succeed in the Championship.
"He's a young attacking player who is capable of getting fans off their seats with the way he likes to take on opposition players."
Kenny leaves Dundalk 6th in the 2026 standings, having contributed 7 goals from 24 appearances this term.
