The Blues have signed Iyad Mohamed from Portuguese side Casa Pia for an undisclosed fee, subject to registrations being confirmed by FIFA, The FA, and the EFL.
The 25-year-old, who will wear the number 37 shirt for the club, joins on a 3-year deal.
Mohamed is a full international and represents Comoros, though was born in France and emerged through the ranks at Dunkerque before signing for Auxerre.
He enjoyed stints at Caen and Pau before making the move to Portugal to sign for Casa Pia last February.
Playing as a midfielder, Iyad Mohamed is described as more of a "number 6", playing just in front of the defence. This is likely to allow somebody like Rocco Shein alongside to advance forward and create attacking moves.
The new signing is left footed and stands at 6' 3" tall.
Pompey boss John Mousinho said in a club statement: "He’s a full international and has plenty of experience from his time in Portugal, but also a lot of potential.
"We feel that Iyad has all the attributes required to do well in the Championship and are very excited to bring him to Pompey.
"Now we’re looking forward to integrating him into this group and getting him up to speed as soon as possible."
